This PSP8 tutorial is written by Lisette, Nadia and Karen from LNK Site of Wonders, a wonderful Dutch PSP website. At their site you can find a Dutch version and links to the German and Danish translations.
I got permission to translate it, and I am very glad because something beautiful just hás to be shared :)
We are going to make the image you see above, this is a full background strip.

Lets get started!

Supplies:
PSP 8
Simple Filters
20/20 Mask
Images
Preparation:
  • Switch your foreground color to #ffffff (white);
  • Switch your background color to null;
  • This tutorial has been written for a landscape/vertical image.
  • Open Misterio_L&N_face.jpg or another image of your own. If you use another image, make sure the height of the image is 390 pixels. The supplied image has the right size already.
  • Don't forget to save your work often!
Step 1: layers, load/save mask, load mask from disk

Find the 20/20 mask and choose the following settings:

Step 2:layer palette / mask - raster1 layer, delete - Answer the question with YES.

Step 3:Layers - Merge - Merge Group
Step 4:Edit - Copy (we need that for the background) - Close image (don't save changes, that way you'll keep the original image for future use)
Step 5:Open image adele_couchee.jpg, duplicate (Shift-D) and minimize the copy.
Step 6:Image - Resize - Edit - width: 1024 px and height: 400 px
  • lock aspect NOT checked
  • resize all layers CHECKED
Step 7:Effects - Image Effects - Seamless Tiling with these settings:

Step 8:Adjust - Blur - Gaussian Blur, radius: 60
Step 9:Effects - Plugins - Simple - 4 Way Average
Step 10:Adjust - Hue & Saturation - Colorize - pick a color that co-ordinates with the image
This is my choice:

Step 11:Open your material palette by clicking the foreground color. Change to pattern, find the 1024/400 background we just created and use these settings:

Step 12:Activate the 1024x400 image
Step 13:Edit - Paste - Past as new layer (the masked face image is still on your clipboard) and leave the face in the middle of the 1024 image
Step 14:Layer Palette - Click right: Properties - Blend Mode: Dodge

Step 15:Layers - Merge - Merge all (flatten)
Step 16:Layers - New Raster Layer
Go to selection and click Custom Selection:

Step 17:Enter these values:

Step 18:Flood Fill - Fill selection with the pattern (it looks like nothing happens but... be patient :))
Step 19:Selections - Select None
Step 20:Layer (menu, not palette!) - Duplicate
Step 21:Image - Flip
Step 22:Again Layer (menu) - Duplicate
Step 23:Effects - Image Effects - Offset with these settings:

Step 24:Again... Layers - Duplicate
Step 25:Image - Flip
Step 26:Layer palette / Lock Background Layer (click the eye)

Step 27:Layers - Merge - Merge Visible
Step 28:Effects - Distortion Effects - Wind

Step 29:Layer Palette - Merged Layer - Properties (as in step 14) - but this time Blend mode: Screen
Layer Palette - Make the background layer visible again (click the eye)
Step 30:Open the copie of the adele_couchee.jpg image
Step 31:Image - Resize
  • height: 330 pixels
  • Lock aspect ratio CHECKED
  • Resize all layers CHECKED
Step 32:Edit - Copy
Step 33:Activate the 1024/400 image
Step 34:Edit - Paste - Paste as New Layer
Step 35:Mover Tool - Move the layer to the left, exactly between the top and bottom line, like this:

Step 36:Effects - Distortion Effects - Wind (same settings)
Step 37:Layers - Arrange - Move Down
Step 38:Go back to the copied adele_couchee.jpg image
Step 39:Image - Resize:
  • 80 percent
  • Lock aspect ratio CHECKED
  • Resize all layers CHECKED
Step 40:Image - Add Borders - 2 - #ffffff (white)
Step 41:Edit - Copy
Step 42:Activate the 1024/400 image
Step 43:Edit - Paste - Paste as a new layer
Step 44:Mover tool - Move into position
Step 45:Merge - Merg All (flatten)
Step 46:Layers - New Raster Layer
Step 47:Switch foreground to solid color - #ffffff (white) - Lock Background

Step 48:Click Preset Shapes
  • Rectangle
  • Retain Style NOT checked
  • Anti Alias CHECKED
  • Create as Vector NOT checked
  • Width: 1,00

Step 49:Draw a rectangle like this:

Step 50:Click the Deformation Tool
Pull the top and bottom out of the image, we only want to see the vertical lines!
Step 51:Magic Wand - Click between the vertical lines
Step 52:Layers - New Raster Layer
Step 53:Flood Fill - Fill with #ffffff (white)
Step 54:Layer Palette - Change Opacity by sliding the arrow to 32

Step 55:Selections - Select None
Step 56:Merge - Merge All Layers(flatten)
Step 56:Save your background strip(flatten)
